He is listed in the book Les Combattants Francais de la Guerre Americanie 1778-1783. The introduction was translated into English and the book was published in Washington D.C. in 1905; the reprint was published by Genealogical Publishing, Baltimore 1869. He is listed on page 82. He arrived in America on board the ship L'Annibal and is listed as a mariner in the section of the book, "mariniers de manoeuvre". He is also listed "Visier (Andre'), de Toulon, mort a' bord le 12 janvier 1780. Translated, this says that Andre Visier of Toulon (a city or district of France) died on board on 12 January 1870.
In an e-mail message from Karen McCann Hett, dated Feb. 26, 2001. "Obviously, our Andrew didn't die on board. A genealogist I consulted with many years ago suggested that he was listed as dead on board because he hadn't appeared for muster (he went AWOL) so his commanding officer listed him thus to keep from getting in trouble with his superiors.
I recently ran Andrew by the well-known genealogist and Revolutionary War expert George Schweitzer, when I went to his seminar in Conroe in Nov. He said the same thing, that it was a common ploy. He first asked if I had found Andrew in this book; when I said that I had, but that he was listed as dying on board, he said that it was a common listing for those who jumped ship. I also told him that I was unable to find him in Virginia in the years between 1781 and 1810, and he said that Andrew was probably hiding out on the frontier, he didn't WANT to be found, because he was an illegal alien."
